Fixed target can be solution, but better to get autodiscovery working. First test connectivity.
Test port 7800 connectivity between Steelheads
To test if connectivity over port 7800 is working use:
Steelhead CLI
telnet -b <source in-path IP address> <destination in-path IP address> 7800
If you get ‘connected’ the connection over port 7800 is working fine.
If you do not get ‘connected’ then traffic over port 7800 is probably blocked somewhere. (Firewall or router access rules)
Ping the Steelheads between their in-path IP addresses to check connectivity
Steelhead CLI
ping -I <source in-path IP address> <destination in-path IP address>
If it does not work then check the default gateways in the Steelheads for the in-path interfaces.
Check possible FWs, IDS and ACLs on routers.

Hello!
I have two 1050L devices. One at each office connected via MPLS. I can't get these devices to see each other and show up as connected appliances. What am I doing wrong? Any suggestions would be great.
